A.★如果投標人為中國境內注冊公司，投標人需具有合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).★如果投標人為中國境外注冊公司，需提供有效的公司登記注冊證明；If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.★投標人為分公司的，需具有合法有效的營業執照（境內注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權書（授權該分公司投標和簽訂合同），投標時需提供原件掃描件（原件備查）。If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).★招標人認可該分公司和上級法人單位的資質、資格和業績，不認可同一上級法人單位的其它分公司的資質、資格和業績。分公司與上級法人單位只可一家參與投標，同時參與投標的，投標均無效。The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.B.★制造商要求:投標人應承諾為本次招標聚酯纜產品的制造商，不接受代理商投標，亦不接受 OEM？/？貼牌產品投標（OEM？/？貼牌產品定義：采購產品并非源自投標人自身技術，由其他制造商生產后貼附投標人商標的產品）。若制造商無直銷模式，其同一集團下負責該聚酯纜產品銷售的全資子公司或控股子公司，可視為制造商參與投標；此類投標人須提供制造商或其上級單位出具的證明文件，以證實以下事項：（1）投標人與制造商的集團從屬關系；（2）投標人具備該招標產品的銷售職責。集團下屬銷售子公司參與投標的，其所提供業績產品的生產工廠，必須與計劃為本項目供貨的生產工廠保持一致。制造商不得將本招標貨物的投標資格同時授權給多個投標人，若存在此類情況，相關所有投標人的投標均將被拒絕。★Manufacturer requirement:Bidders shall undertake that the polyester rope products submitted for this tender are manufactured by the bidder itself. Tenders from agents shall not be accepted, nor shall tenders for OEM/private label products (defined as products not originating from the bidder's own technology, manufactured by other producers and bearing the bidder's trademark).Where a manufacturer lacks a direct sales model, a wholly-owned or majority-owned subsidiary within the same group responsible for selling the polyester cable products may be deemed to participate in the tender as the manufacturer. Such tenderers must provide certification from the manufacturer or its parent entity /confirm/iing:(1) The tenderer's group affiliation with the manufacturer;(2) The tenderer's authority to sell the tendered products.Where a sales subsidiary within the group participates in the tender, the manufacturing plant for the performance products it provides must be identical to the plant designated for supplying this project.Manufacturers shall not concurrently authorise multiple bidders to tender for the same goods under this tender. Should such authorisation occur, all relevant bids shall be rejected.C.★投標人所投產品的制造商須具備有效的GB/T19001(ISO9001)質量體系認證證書，中國國內認證機構簽發的證書應可在中國國家認證認可監督管理委員會網站核實(http://www.cnca.gov.cn/)。如果有中國國家相關部門發布的最新體系標準，以最新體系標準為準。投標時需提供原件掃描件（原件備查）。★The manufacturer of the products submitted by the bidder must hold a valid GB/T19001 (ISO9001) Quality Management System Certification.. Certificates issued by the Chinese domestic certification bodies shall be verifiable on the website of the Certification and Accreditation Administration of the People's Republic of China (http://www.cnca.gov.cn/). If there are updated system standards issued by the Chinese relevant national authorities, the latest system standards shall prevail. When submitting the bid, the bidder shall provide scanned copies of the original certificates (with the originals kept available for verification).★業績要求Requirement for Bidder's reference:2010年1月1日至投標截止日（以合同簽訂日為準，如無法體現合同簽署時間，以合同生效時間為準），投標人所投產品的制造商須具有至少1個合同的浮式設施永久系泊系統的聚酯纜供貨業績（供貨業績的制造商必須是本次投標產品的制造商），且聚酯纜滿足破斷力大于等于22000kN的技術要求。投標人應按規定格式提交業績表，并提交相關業績證明文件。業績證明文件至少包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料(到貨驗收單或調試驗收報告或其他可以證明合同項下貨物已經到貨驗收的有效證明文件）.投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、用戶名稱、制造商名稱、貨物名稱、破斷力大于等于22000kN的技術要求、用戶/買方簽發的到貨驗收材料。若業績合同為年度協議，除提供年度協議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協議相關聯。同一年度協議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為一個有效業績。未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業 績要求的，均被視為無效業績。
