(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Natural Gas From South China Sealanding In Shenzhen by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

3. 對投標人的資格和業績要求：

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．本次招標不接受代理商投標。

Requirements of Qualification of Bidder and Certificate

1）投標人應承諾自費委托國家應急管理部認可的認證機構（ABS/DNV/BV/CCS)之一對干氣二級壓縮機橇整體、變頻器成套柜和入口滌氣罐檢驗并獲得檢驗證書。
1）VENDOR shall at his own cost arrange inspection and obtain final certificate of The compressor Skids，Complete inverter cabinet and the Inlet Scrubber Skid from one of the certifying agencies authorized by National Emergency Management Department , which are ABS, DNV, BV and CCS.
（3）業績要求Requirement for Bidder's reference:
1）投標人所投天然氣離心壓縮機本體的制造商應自2013年1月1日至投標截止日（以合同簽訂日期為準）具有兩套電機驅動的天然氣離心壓縮機組在油氣田項目的供貨業績，該業績中電機功率應不小于8MW、處理量應≥500x104Sm3/d和出口壓力≥19450kPaG，并提供相關業績證明。
1) The manufacturer of the natural gas centrifugal compressor body supplied by VENDOR shall have two sets of the natural gas centrifugal compressor unit driven by the motor in the Oil-gas field project from January 1, 2013 to the deadline for submission of bids (the date of contract signing), in which the motor power shall be ≥ 8MW, the processing capacity shall be ≥ 500x104Sm3/d and the outlet pressure shall be ≥ 19450kPaG, and provide relevant performance certificates.
2）投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、電機功率、處理量、出口壓力及到貨驗收材料。未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、項目名稱、電機功率、處理量、出口壓力及到貨驗收材料的，均視為無效業績。
2) VENDOR shall furnish reference List in given form for the above-mentioned Requirement for VENDOR's reference, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by VENDOR shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and Arrival acceptance materials.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年6月7日開始至2023年6月14日止，請登錄中國海油采辦業務管理與交易系統(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from 7June, 2023 to14 June 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
