中化建國際 （以下稱為“招標代理機構”）受中海石油（中國） （以下稱為“招標人”）委托，就烏石17-2/23-5油田群聯合開發工程項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Wushi17-2/23-5 Oilfield Group Development by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標條件

項目概況：烏石17-2/23-5油田群位于南海北部灣盆地烏石凹陷的東部，距北部灣盆地目前在生產的潿洲油田群約80km，東距廣東省雷州半島烏石鎮烏石港約13~25km。烏石17-2/23-5油田群開發工程項目采用聯合開發方案，擬在海上新建2座八樁腿井口平臺（WS17-2 WHPA和WS16-1W WHPA）和1座四樁腿無人值守井口平臺（WS23-5 WHPA），在烏石鎮新建1座陸上終端，另外新建3條海底混輸管線、3條海底注水管線和3條海底復合電纜；3個平臺的平臺生產物流通過WS17-2 WHPA的海底混輸管線輸
Project Summary：The WuShi17-2/23-5 oil fields are located in the Beibu Gulf Basin, the South China Sea. It about 80km away from the production of Weizhou oil fields, and about 13~25km west of Wushi Port of Wushi Town, Leizhou Peninsula, Guangdong Province. It is recommended to develop joint development project to develop the WuShi oil fields.The joint development project plans to build two eight-leg wellhead platforms (WS17-2 WHPA and WS16-1W WHPA), one four-leg Unattended wellhead platforms (WS23-5 WHPA),one onshore terminal in Wushi Town, three mixed transportation subsea pipelines for production,three subsea pipelines for water injection and three subsea composite cable. The three platform production fluid transported to the Wushi onshore terminal for processing through the WS17-2 WHPA subsea pipeline, and the production water is processed by the onshore terminal and the qualified production water is returned back to each platform for water injection through the WS17-2 WHPA water injection subsea pipeline.

3. 對投標人的資格和業績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.
C. 是否接受聯合體投標：否

（2）資質要求及證明文件
Requirements of Qualification of Bidder and Certificate
A. 3C證書：對國家3C目錄內的產品，制造商必須取得防爆電氣類產品強制性產品認證（CCC認證）證書，提供證書復印件，且證書在有效期內。
Certificate of China Compulsory Certification（CCC certificate）: For the products in the national 3C catalogue, the manufacturer promise to obtain the mandatory product certification (CCC certification), provide a copy of the certificate, and the certificate shall be within the validity period.
B. 防爆證書：投標人所提供的防爆電氣電子產品必須取得國家指定防爆檢驗機構頒發的防爆合格證書，提供證書復印件，且證書在有效期內。
Explosion proof certificate (if required): The bidder promise to obtain the explosion proof certificate issued by the national designated explosion-proof inspection institution for the explosion proof electrical and electronic products.
（3）業績要求Requirement for Bidder's reference:
2014年1月1日至投標截止日（以合同簽署時間為準），投標人所投以下產品應具有2個應用于石油化工項目的供貨業績（同系列產品）：無線壓力變送器、無線溫度變送器、過球指示變送器、干簧管液位變送器、轉子流量計、電磁流量計、旋進旋渦流量計、水中含油分析儀、油中含水分析儀、COD分析儀。對于電磁流量計，每個業績當中須包含不少于10個ANSI 1500LB的產品，對于轉子流量計，每個業績當中須包含不少于10個ANSI 1500LB的產品。投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括：1）銷售合同復印件（含相關技術附件）和2）到貨驗收材料。投標人所提交的業績證明文件必須至少體現以下內容：同系列產品、合同簽署時間、制造商名稱、貨物名稱、型號、項目名稱、到貨驗收材料、電磁流量計與轉子流量計的壓力等級。未提交業績證明文件，或所提供的業績證明文件無法體現同系列產品、合同簽署時間、制造商名稱、貨物名稱、型號、項目名稱、到貨驗收材料、電磁流量計與轉子流量計的壓力等級的，均視為無效業績。
From January 1, 2014 to the bidding deadline (subject to the signing date of the contract), the following products submitted by the bidder should have the supply performance of two projects applied to petrochemical industry（The same series of products）: wireless pressure transmitter, wireless temperature transmitter, pig passage transmitter, reed switch chain level transmitter,rotameter, electromagnetic flowmeter, swirl flowmeter, oil in water analyzer, water in oil analyzer, COD analyzer. For electromagnetic flowmeter, each performance must include not less than 10 10 ANSI 1500LB products, and for rotameter, each performance must include not less than 10 ANSI 1500LB products.The bidder shall submit performance form in the specified format and relevant performance certification documents. Performance certification documents include: 1) copies of sales contracts (including relevant technical attachments) and 2) materials for arrival acceptance. The performance certification documents submitted by the Tenderer must at least reflect the following contents: The same series of products,contract signing time, manufacturer name, goods name,model,project name,arrival acceptance materials,pressure rating of electromagnetic flowmeter and rotameter. Failure to submit performance certification documents, or the performance certification documents provided cannot reflect the same series of products,contract signing time, manufacturer name, goods name, model,project name, arrival acceptance materials,pressure rating of electromagnetic flowmeter and rotameter,shall be deemed as invalid performance.The corresponding equipment must be marked in red circle in the performance contract.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from May 26th., 2023 to June 2nd. 2023 For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
