1.中化建國際 （以下稱為“招標代理機構”）受中海石油寧波大榭石化 （以下稱為“招標人”）委托，就大榭石化餾分油五期項目45萬噸/年聚丙烯裝置2套催化劑配制系統進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co. Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase Two Sets of Catalyst Preparation System of 450 Kt/a Polypropylene Plant of Daxie Distillate Oil Phase V Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Quantity: Two sets

交貨期Delivery Schedule:

境內貨物：合同簽訂后56周（貨到項目現場時間）

For goods within the PRC customs territory: within 56 weeks after signing the contract (arrival date to the jobsite)

境外貨物:合同簽訂后54周（提單發貨時間）

For goods outside the PRC customs territory: within 54 weeks after signing the contract (departure date on the Bill of Lading)

交貨地點Destination of delivery：

境內貨物：大榭項目現場

For goods within the PRC customs territory: Project Site in Daxie

境外貨物：CIF中國寧波港

For goods outside the PRC customs territory: CIF Ningbo Seaport, P. R. China

2.對投標人的資格和業績要求：

Requirements for Qualification and Reference of Bidder:

（1）資格要求

Requirements for Qualification of Bidder:

1.1 投標人可為投標設備的制造商或代理商。若投標人為代理商，須提供本次投標設備制造商的合法授權書。

Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent, The legal authorization letter from the manufacturer of this bidding equipment must be provided.

1.2 不接受聯合體投標

Consortium bids are not accepted

1.3 投標人需提供中華人民共和國特種設備生產許可證且在有效期內

The equipment shall be provided with the Chinese special equipment production license  within the validity period.

1.4 投標設備中“催化劑預制接觸罐（D-201）”滿足要求：設計壓力7MPa(g)、設計溫度-45~100℃、材質304SS、Ra≤0.2μm。

The bidding equipment"Catalyst Prefabricated Contact Tank (D-201)" meets the requirements: design pressure 7MPa(g), design temperature -45~100℃, material 304SS, Ra≤0.2μm.

（2）業績要求：

Requirements for Bidder's Reference

自2017年1月1日至投標截止日（簽約時間），投標設備具有2臺套催化劑配制系統（包括預制接觸罐及攪拌器、動力分離器、噴射器）在聚丙烯裝置的供貨業績。

From January 1, 2017 to the bid deadline（Signing time），The bidding equipment shall have two sets supply performance of Catalyst Preparation System (including Prefabricated Contact Tank and Agitator,Dynamic Separater and Injector) in Polypropylene Plant.

投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：銷售合同復印件，含相關技術附件，并至少體現以下內容：合同首頁、簽字頁、合同簽署時間、供貨數量、貨物名稱（催化劑配制系統）、貨物所包含的主要部件（預制接觸罐及攪拌器、動力分離器、噴射器）、裝置名稱（聚丙烯裝置）和到貨驗收證明材料。

未提交業績證明文件，或所提供的業績證明文件未體現上述信息的，均視為無效業績。

Bidder shall furnish Reference List in the given form, and provide corresponding documentary evidence. The documentary evidence of performance shall include but not limited to: copy of sales contract ，including relevant technical attachments, and the first and signature page of Contract, the date of conract signing， reflecting the name( Catalyst Preparation System ),main parts(including Precontacting Pot and agitator,Dynamic Separater and Injector) and quantity of the goods and Unit name(Polypropylene Plant), and evidence of the receipt acceptance. 

If no documentary evidence furnished, or documentary evidence furnished cannot demonstrate the above information, the relevant reference shall be deemed invalid.

3.有興趣的投標人可通過以下方式獲取招標文件：從2022年11月7日開始至2022年11月14日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣或30美元，售后不退。如未在系統中
